Grange Road DevelopmentThe above planning application was considered by the Council's Planning and Amenities Committee on 9th April 2013. The Committee resolved to object to the above application on the following grounds:
1. Policy - the proposal is contrary to current planning policies. The applicants accept that the relevant current policies are the saved policies in the UDP which for this site puts it in the Countryside Policy Area. The type of development proposed is contrary to this policy. It is also contrary to policies relating to the Colliery site and nature conservation. In the case of the Colliery site, it's future should be considered on a more comprehensive basis. The site is also not identified as a housing site in the draft Sites and Policies Plan that was consulted on last year. The Council recognises the need for, and would encourage new housing in Moorends. However it is strongly of the view that the appropriate location for this new development is to the west between the village and the railway. This forms a much more natural location for growth and is closer to the services available in the village centre. The use of these sites provides the amount of housing to meet the needs identified within the Local Development Framework. The Council made strong representations to this effect in the Sites and Policies Consultations. The applicant seeks to justify the departure from current policies by putting emphasis on the National Planning Policy Framework. Whilst this is a material consideration it clearly does not override other policies, as it states that permission will be granted "unless material considerations indicate otherwise". It is the view of the Town Council that there are enough material considerations for a refusal. 2. Lack of Community Support - the consultation that was undertaken as part of the Sites and Policies Plan development identified strong public support for development to the west of Moorends, rather than on this site. This has been reinforced by the applicants own consultation which confirms that there is limited public support for housing development on this site. 3. Drainage - the Council is concerned about the impact of this proposal on the surface water drainage in Moorends. Recent flooding in Moorends has been a result of surface water drainage, and this proposal is likely to add to the current issues. The applicants confirm that the proposal will significantly increase surface water run-off. There are proposals of how this is tackled for this site, but no evidence that the impact on the adjacent community has been addressed. 4. Contamination - the Council has concerns about the long term impact of contamination on this site. It also does nothing to tackle contamination issues on the remainder of the Colliery site. 5. Traffic - the Council are concerned about the use of a single access for this development, which will significantly increase traffic along Grange Road. The Proposed Plans |
